Prime Dimension Sky is the only sky map outside Shoru, and the only one whose entire encounter table is made of prime creo. Eight of them fly here between level 55 and 75, which makes it the most reliable place in the game to find one. Like the Shoru sky maps it records no exits, so Fly is the only way in or out, and its four pickups all sit together in the south.
This location is part of the Prime Dimension DLC, which is required to access it. The DLC is free on Steam and console.
